(Be forewarned that I'm new to writing critique, so I apologize if it isn't as helpful and constructive as it should be! But I will tell you what I love about it!)
I'd like to point out what a beautiful eye for colour you have. The shades of cerulean blue and pale/ashy blue look absolutely lovely. The soft blue around the character adds a calming vibe, but at the same time this cute character seems to have a little spice in her! ;D Maybe it's her eye makeup that gives off that effect, but I like it. Her lips, eyes, and hair are beautiful-beautiful.
The reason I knocked off so much from originality was because the design was probably made by the one who commissioned you, but that's not really your fault. I'm sure you did the character justice and she is in a very cute pose.
Overall this piece has a dreamy quality about it, and the textures and colours are reminiscent of one of those old photos, like one of those ethereal toy-camera shots, like lomography, kind of like this photo but not exactly: [link] or [link]

The character's personality: she's so spicy looking while retaining some sweetness/cuteness; I'd like to go partying with her. ;D Your technique is very well done. I love watercolours, or whatever it is you used to colour this with. Also your anatomy seems quite proper to me; no strange bulges anywhere...though I'm still an amateur when it comes to anatomy so that may be why I can't point anything out that needs to be fixed--sorry! ^^"

Well, I'll do it in the same format the person before me did.
Vision: The colors and shading is light and subtle. Colors can usually change moods of someone, and, believe it or not, this put me in a Christmas mood. It reminded me very much of snow.
Originality: It is a commission and the pose is pretty simple, so it's kinda hard to score this category high. The one thing I cane see, though, is there's emotion on her face, somewhat like a cute smile.
Technique: Would give this 10 stars if I could! You didn't over do folds, the shading was subtle (but noticeable), and every single thing adds a different effect in this picture.
Impact: I love the flowing effect she has. It's very elegant, yet cute.
